解决这个问题，需要制度的自省，也需要公众的自省。政府慈善能否更公开透明？政府能否适当参与并监管互联网慈善？就事而言，毫无慈善资质的“小铜人”公司又是如何募到大笔钱款的？微信的赞赏功能又如何避免沦为非法募捐的工具？而民众应该保证自己的独立思考，不人云亦云，随波逐流，不滥撒，不吝惜自己的满腔热情。媒体也应尽一份社会责任，及时报道，监督互联网慈善。只有制度为爱心保驾护航，才不至于让“狼来了”的故事重演，社会也不会变得异常冷漠。
